What in Cthulhu's name is this device

Hey all!
I was made aware of a most peculiar device by my co-conspirator over at Clockworker. The device is this:

A strange device, noone can identify
A strange device, noone can identify

It was found in the Holbein Gymnasium in Augsburg, Germany, and thus far nobody was able to identify it, although it has been presented to a number of experts, all of which where out of their depth. You can get more details here (in German) Holbein Gymnasium.
Do you have an explanation what the device could be? You can advance science here, give it a shot!

And, if you have a really original explanation of what this device is, drop the people a line, you could win a prize! This is highly official, since acatech (Deutsche Akademie der Technikwissenschaften, German Academie of Science and Engineering) and the Deutschen Museum in Munich are involved. too.
